Management of Public Services and Administrative Processes

In this course, students will study the administrative organization of the Brazilian State, including Direct Administration, Indirect Administration, and the Third Sector, understanding how each structure contributes to the efficient delivery of services to the population. The principles of public services — continuity, regularity, efficiency, and affordable pricing — will be presented, along with the classification of services into essential, mandatory, and optional, highlighting their importance for social well-being.

The course also addresses municipal management and the delivery of services, comparing direct execution carried out by the municipality itself with indirect execution performed by third parties through contracts, concessions, or partnerships with the Third Sector. Students will learn about the modern managerial model, which prioritizes results, customer-citizen satisfaction, and indicator-based monitoring, integrating internal, external, and social control mechanisms, such as Brazil's Freedom of Information Act and the User Services Charter.

Finally, the module analyzes the contemporary challenges of public administration, including budget constraints, population aging, digital transformation, and regional inequalities. Students will understand the importance of intermunicipal cooperation and Public-Private Partnerships (PPPs) as strategies to enable infrastructure investments, ensuring efficiency, sustainability, and quality in the delivery of public services.
