In this course, students will understand Brazil's Law No. 12,965/2014 (Internet Civil Framework, or "Marco Civil da Internet"), regarded as the country's "Digital Constitution," its founding principles — freedom of expression, net neutrality, privacy, and accountability — and the definition of user rights and duties, highlighting the inviolability of communications, transparency in data processing, and ethical online conduct.
The module also covers the responsibility of digital platforms, including the evolution of Article 19 and the Brazilian Supreme Court (STF) decision of 2025, which requires immediate removal of harmful content in serious cases, and the integration with the LGPD, creating a regulatory ecosystem that protects personal data and guides moderation, governance, and digital compliance practices.
Finally, students will study the role of government and future challenges, such as digital inclusion, oversight of cyber incidents, protection against attacks and data breaches, as well as supplementary legislation like Brazil's Fake News Bill (PL 2,630/2020) and debates on the regulation of artificial intelligence and algorithms, emphasizing the need to balance freedom, security, and the protection of democratic rights in the digital environment.
